Prospects

Although there are challenges, SSR in Vietnam has opportunities to develop since there are new and detailed strategies of the CPV and the policies of the CSV in the field of SSR. Importantly, frank voices of research circle have been raised in recent years. Moreover, leading social research institutions have also outlined their research strategies that can be adopted in the coming years.

After adopting Resolution 12-NQ/TW on Some Urgent Issues on Party Building at Present at the Session 4 (known as Central Resolution of Session 4) in January 2012, Session 6 of the 11th Party Central Committee in November 2012 released Resolution 20-NQ/TW on Developing Science and Technology to Serve the Industrialization and Modernization in the Condition of Socialist-Oriented Market Economy and International Integration. The Resolution 20-NQ/TW appreciates the important contributions of SSR to nation’s social-economic development when it states that

social sciences and humanities have provided basis for forming guidelines and strategies of the Party, policies and laws of the State; contributing to the viewpoint system of developing country; asserting the history of national formation and development, country’s sovereignty and territorial integrity, preservation of Vietnamese values and cultural identities.

The CPV also admits the limitations which prevent SSR from developing when it emphasizes that (they) ‘have not created a transparent environment for scientific and technological activities and the lack of democratic regulations in social science and humanity research’. Importantly, in its direction of developing science and technology by 2020 and the vision to 2030, the CPV’s viewpoint in the Resolution 20-NQ/TW is, among others, ‘to give priority to all national resources to develop science and technology’.

In the Resolution, the CPV has also assigned the CSV to be in charge of investing, encouraging economic sectors to participate in developing infrastructure, comprehensively upgrading potentials of social sciences and humanities, natural sciences, technique and technologies’. One of the objectives (to 2020 and vision to 2030) outlined in the Resolution is ‘to comprehensively develop social sciences and humanities, natural sciences, technical sciences and technologies; to ensure to provide scientific basis for forming guidelines, strategies and policies of developing the nation’. The CPV realistically looks at the situation of SSR’s challenges and has outlined the long-term strategy of developing science and technology, including social science, which can be seen as a hopeful signal for the development of SSR in the future.

The second prospect for SSR in Vietnam can be seen from the formation of the NAFOSTED, which plays a supportive role in promoting SSR. According to the regulations of NAFOSTED, competitors have to challenge their proposed projects to be funded, a different form in comparison with the budget allocating mechanism which is being seen as ‘classical’ or ‘traditional’ in Vietnam’s science research activities for decades.

Another expectation of SSR in the future is the formation of a platform for public opinion and scientists to raise their voices on the challenges of SSR in particular and science research in general.
